PLEG and variable-introduced-by-user

Considering:
- using PLEG, current version
- a number of scenes belonging to the same 'group'

I like to use a status variable "varSprSt" with values
"running", "availableN", "availableY", "disabled"

and I like to use it in conditions/actions, f.e.
under logic actions, LUA:
if varSprSt == "availableN"
  varSprSt = "availableY"
  return true
else
  return false
end-if

My questions: how do I define this variable once and for all (in startup-script PLEG somewhere? where to find?)
and how can I query its current value while running the scenes (status log only?)

I've found something: MultiString.
By far the best (only) way to do want I want?
