Dimmers without Neutral wires will always have line voltage throughout the circuit, even when the switch is off. Current must continue to flow in order to power the Z-Wave chip and logic controller in the switch.

I don't have a CA600 to test, but I would expect to find 120volts even when the switch is off.

I guess ca 600 are not power efficent ...

I touched today a halogen bulb - with light off and it was hot to touch .... so its constantly wasting energy being even off ...

anyone else noticed this ?
