Perimeter Emergency Light flash; How to?

I would like to program my outdoor perimeter lights to flash on and off when my smokes or CO trigger for first responders to see easily.
Does anyone know of a app or a way to program a device to turn on and off say, every second or so until told to stop?
I realize 1 second may be too quick being wireless and the delay involved, but it may be doable with a longer delay.

Setup a scene triggered by your smoke or CO2 alarm.

Have the scene run the LUA code from this thread.

That was exactly the piece of LUA code I was looking for when I came onto the forums this morning.

(Flash the front and back porch lights when the alarm system is triggered).
