Decrypt I_WUIWeather.xml.lzoenc ?

Does anyone know how to decrypt .lzoenc files?  I want to modify I_WUIWeather.xml.lzoenc and add the capability to report rainfall rate, but I'm not having any luck.

That's because it's encrypted to protect the intellectual property rights of the author ... and not just compressed to save space!
