Rpi Turn-key install - No devices

I downloaded the turn-key install and set it uop on a RPI3 it all appear to go well, it retrieved the plugin files from my vera using

openLuup_getfiles - utility to get device and icon files from remote Vera
         Remote Vera IP: {enter your IP here; x.x.x.x}

went absolutely fine, list of files copied so it create the socket ok.

 I got a little confused with this section  but I think I did it fine

> Execute WinSCP on your PC.
      > Enter the IP address of your Raspberry within 'Host name:'.
      > Click the [Login] button.
      > Enter your credentials.
      > You'll now have 2 panels, left[L] side for local (PC) and right[R] side for remote (Rasberry/Server).

      ! You will need to move/copy the files to your local (PC) then copy them back to their respective locations.

      > Copy/Move all the 'plugin' files to '/home/{user}/vera/cmh-ludl'.
      > Copy/Move all the 'icon' files (.png) to '/home/{user}/vera/cmh-ludl/icons'.
      > Close WinSCP.



I then created a verabridge device using

do
   local dev = luup.create_device ('', "Vera", "Vera", "D_VeraBridge.xml")
   luup.ip_set ("{xxx.xxx.x.xxx}", dev)
end

Messages in altui said it was created fine
I then reloaded luup engine waited a while but I get no devices or scenes from my vera edge.  I think I must have missed something, the verabridge device has a light red title background and when I reload luup I get a message about controller not responding.  Do I have to do something on my vera edge ?
