Status Lights on VeraPlus shutting off

Just got a VeraPlus and  various status leds on the front keep shutting down for periods of time. Its not always the same ones, but for example the zwave, zigbee and Bluetooth lights will all go off and stay off for 5 - 30 seconds at a time and it happens constantly.

Is this normal? 

Also, is there​ any type of manual that explains the status lights and what the select and sync buttons do?

Those lights will go off for a brief period of time whenever the engine of the unit will reload. They should come back on in a matter of a few seconds.
It's a normal behavior if it happens a few times a day but if it's happening really often then it might be an issue, in which case something is making the engine of the unit reload more often than it should.

As for the buttons on the Vera unit, they are used to set the Vera Plus in WPS mode or to either exclude or include z-wave or zigbee devices. It can be useful if you're required to move the controller closer to a device but you're unable to have the controller connected to internet as well.
So you'll only connect Vera to a power supply and use the buttons from the controller in order to perform the exclusion/inclusion process.

- press on Select button. Unit will enter in selection mode
- press on Select button again, till Z-Wave LED will blink
- press on Sync button to confirm. If you press firmly once for shorter than one second (normal press) unit will enter in include mode. If you press Sync button for more than 2 seconds then exclude mode will be selected.

The same applies for ZigBee as well but you'll have to press select twice until ZigBee LED will blink. Same for WPS.
