PLEG help: Windows shutter wind protection

Hello,

I have just installed PLEG and read 19 pages guide. But I am still not able to figure out, how to create scene using PLEG for my requirements.

I have a device WindStation which measures wind speed (netatmo with polling time approx. 10 minutes). I can control shutters by two impuls switches called ShuttersUP and ShuttersDN. When they are triggered they send impuls to start shutters moving all way up or all way down, like remote controller does (in reality they are on/off switched relays and I have created a Vera scene which toggles the switch off one second after it is toggled on, so they behave as pressing the button on remote controller).

What I want - I would like to create PLEG which will move shutters up when the wind speed is greater than 50 for 2 consecutive readings of WindStation (it means wind is stable high, not only some gust). And then I want to move shutters down when wind speed is lower than 45 for more than 3 consecutive readings of WindStation (it means the wind has stabilized under 45) and when previous condition happened (meaning wind speed was previously more than 50, because I don't want to move shutters down always when wind speed is lower than 45, it would meand they would be almost always down).

Any help please what to put in triggers, conditions and actions?

Thanks, I will try to implement it.

Just a few questions to understand it all correctly:

1) How can I ensure, that action will not trigger when wind speed readings are normally lower than 45, which they are in 99% time? I want to run this ShuttersDN action only if previous condition with high wind speed occured.

2) What << means? I know < means lower than, but don't know <<.

3) Input will be no trigger, just Device Properties - WindSpeed, am I right?

4) If PLEG device is bypassed does it mean no action will trigger, like if I turn off Vera scene?
